Description increased the activity costs of attacks in rapid and berserk modes somewhat
Reason they were pushing activity numbers down too far; when activity numbers get really small, the combat math gets really distorted
Result rapid and berserk modes don't give quite so many extra attacks
Version predates automated version tracking
