Description Created a concept of low-priority populations, which basically allows us to get out of the high-lag initial-population phase after reboot faster, by mostly ignoring the populations of areas like large maps and leaving them for the slower, lower-impact post-initial-population behavior to handle.
Reason That's good.
Result We get out of mega-lag land faster after boot.
