Summary revised combat mode attack activity costs

Description revised the attack activity cost effects of all combat modes that affect attack activity cost, so that instead of working solely by a percentage modifier to attack cost, they work by some combination of static +/- offsets and the percentage modifiers
Reason increased reasonableness and not making e.g. rapid mode the be-all end-all
Result mostly, what you'll see is that most of the combat modes with very significant attack activity effects are more moderate in what they do, and in particular that fast combat modes don't speed up small weapons as much as they did and slow combat modes don't slow down big weapons as much as they did
Version predates automated version tracking
