Description made slaves from sanctuary capable of rebelling under certain circumstances (having to do with the number of slaves, their overall tenacity, vs. the intimidation of the owner and the number of intimidation followers they have, etc., complexified by a large number of factors to make it less straightforward)
Reason proximate reason: large numbers of slaves are lagging the game. distal reason: it doesn't make sense that you could have infinite slaves risk-free.
