Description Made the inhibition of guardian assignments for active vigils work so that 9 times out of 10, it causes an effective maximum assignments per target of 0, and only 1 time it tries to do assignments out of 10 is 1 assignment allowed.
Reason A reliable 1 assignment per target still easily sucks up an entire smallish guard force on a large raid.
