Summary empathic bond combat rating adjustments

Description modified bond combat ratings across the board, both the inherent combat rating mods you get from bonding and the ratings of specific maneuvers. this is in general going to be a nerf but in some cases it will either be unchanged or a buff. lots of reductions, and everything that used to be "entire skill" (taking the attribute into account) is now a "working skill" (will take a portion of the attribute into account, depending on how high your skill is)
Reason lots of reasons. one some were too high and relied on stats too much and not skills enough. two, the skill bonuses in change 6002 multiplied with these factors in some cases. three, the factors in maneuvers interacted with the factors in bonds badly.
