| Description | since we're trying to unsuck justicars... questors now require much more reasonable access given what they grant, like 3 or 4 things down from 6 or 7. and they now match somewhat with justicars, who also have lower spec access, making these affils a little more reasonable in conjunction as well |
| Reason | questors was just one of those affils that somehow got fucked over spec-wise, and they became so unpopular that no one even cared enough to fix them |
| Result | justicars and questors still stupid religious fanatics, but can now do useful things with their fanaticism |
