Description tamped down the range of a *lot* of skill and attribute bonuses. in some cases it won't be noticable (e.g. 50 to 40), in other cases it will be (e.g. 300 to 40 or 300 to 150 in very very upper bound cases). this affects virtually every power and source of getting a skill or an attribute bonus in those projects. note that for wild talents in particular i changed the way these bonuses are calculated rather dramatically -- they are now uncapped but tamper off with diminishing returns at varying rates.
Reason there were lots of reasons these bonuses were out of hand. part of it is that for some things (e.g. empath, strongman) the bonuses were made very high because the stats didn't do very much. now str and ego do a lot, and these bonuses are just ridiculous. another is that some of these bonsues were built when the affiliations were relatively not fleshed out and that's all you had. another is just general power creep.
