Description made a set of mechanics supporting the concept of being able to say "you can only get up to X skill experience from doing Y activity", including an ability to have some or all of the limiting amount decay away after a while (so maybe you get 1000 xp right now, which counts as 1000 xp toward applicable limits, but an hour later 100 xp of that decays away and that much can be trained again)
Reason crucially important concept, key to getting us away from rewarding ticking
Result have this ability... note that this doesn't mean any actual operational usage of this faculty has been put in place, this is just the basic support i'm logging
