| Description | Made "utility characters", incarnoi that are not played but simply kept in order to provide some function, illegal. See the Utility Characters section of 'help rules' for details. |
| Reason | Though I loathe playing cop and always prefer to remove rules that require social (rather than code) enforcement rather than adding them, I'm willing to add this one because (very positive and exciting) developments I have in store would be distorted and ruined by utility characters, and there needs to be some official concept that they're unacceptable. |
