Description | Raised the lowest level to which weapon speed and character skill can reduce the activity cost of an attack, and somewhat slowed down the progression to that point. Attacks shouldn't be able to go below 10 activity now, and it should be freakishly difficult to get them there. |
Reason | Extremely low activity costs on attacks are a serious problem for both balance and total system performance. |
